Entering US with Criminal Record and without a Waiver

Although a pardon clears records from the database, it is still insufficient for entry into United States. A waiver requires fulfillment of all penalties for past offences, such as a fine, prison sentence, probationary period, etc. The US government has access to Canadian criminal computer database, thus allowing officers to get information in minutes.
